Death of General Zeroual, former President of the Republic / Décès du Général Zeroual, ex-Président de la République /وفاة الجنرال زروال، الرئيس السابق للجمهورية

On this sad news, as a personal tribute, I would first like to say, may God have mercy on him, although we can never be entirely fair judges of his human postures, of his professional career, and without ever infringing in any way on his privacy.

I knew him briefly when he was Director of the School for the Application of Combat Weapons in Batna, during my military training as a reserve officer cadet, at a time of real peril for our country. He was immediately transferred to the southwest, to the zone of hostilities between the belligerents.

Why? Because the military command certainly saw him as a strategist for the Armored Corps. A charismatic general he undoubtedly was, and I say this without unnecessary emphasis. But as a politician well-versed in national economic and social management issues, as well as the diplomatic and military subtleties related to international contingencies, in a critical period for the nation, I would say it is difficult for a military man bound to execute orders to have the freedom to abruptly shift the country towards the salvific goals envisioned by our martyrs, given that neocolonialism is constantly lurking in all spheres of the State...

And that's also why he resigned from the presidency, despite having been elected by a wide margin, without any open challenge, not out of fear of the weight of the office (the Chaouia people fear nothing, not even empires), but because of the constraints imposed on him by the powerful figures of a politico-military system that has much to criticize. Then, before leaving office, he had constitutionally limited presidential candidacies to two consecutive terms. Alas, his successor paid no heed to this and puffed out his chest during official speeches, practically acting like a god!

What we can say without hesitation is that he was not obsessed with power in all its morbid aspects (outrageous wealth, undue advantages, active and passive corruption, extravagant medical care abroad, pointless praise). He lived simply in a house in Batna, open to all citizens, far from the plush salons of the nation's capital...

A posthumous twist!

Right to the very end, and as a final blow to the power brokers (I was moved to tears), this exceptional man remained true to his human and political convictions! He refused burial in the section reserved for former presidents in Algiers, opting instead for a modest grave in the Batna cemetery!

May this "posthumous decision" serves as a powerful symbol for citizens, regarding a truly democratic exercise of power in our country!

May his soul rest in peace.

A cette triste nouvelle, comme témoignage personnel, je dirais d'abord Rabi Yarhmou, bien que nous ne soyons jamais assez bons juges de ses postures humaines, de sa carrière professionnelle, et sans jamais attenter d'aucune sorte à sa vie privée.

Je l'ai brièvement connu lorsqu'il était Directeur de l'Ecole d'Application des Armes de Combat, à Batna, durant mon instruction militaire, en qualité d'Eleve-officier de réserve, en un temps de péril réel pour notre pays. Il fut immédiatement muté au sud-ouest, dans la zone des hostilités entre les belligérants. 

Pourquoi ? Parce que le commandement militaire voyait certainement en lui un stratège de l'Arme des Blindés. Général charismatique, il le fut, à n'en point douter et je le dis sans emphase inutile. Mais homme politique au fait des problématiques nationales de gestion économiques et sociales, ainsi que des subtilités diplomatico-militaires ayant trait aux contingences internationales, dans une période critique de la vie de la nation, je dirais qu'il est difficile pour un militaire astreint à exécuter les ordres d'avoir les coudées franches pour faire basculer de but en blanc le pays vers les desseins salvateurs projetés par nos martyrs, le néocolonialisme étant en vigilance permanente dans toutes les sphères de l'Etat...

Et c'est aussi pourquoi il a démissionné de la charge de Président, alors qu'il avait été élu largement, sans contestation affichée, non par peur de la lourdeur de sa charge (les chaouias n'ont peur de rien, pas même des empires), mais par la limite que lui imposaient les caciques d'un système politico-miltaire qui a à en redire... Aussi, avant de partir, il avait limité dans la Constitution les candidatures à la magistrature suprême à deux mandats consécutifs. Hélas, son successeur n'en n'avait cure et bombait le torse lors des discours officiels, s'affichant presque comme un Dieu !

Ce que nous pouvons affirmer sans ambages, c'est qu'il ne fut pas obnubilé par le pouvoir dans toutes les sphères de sa morbidités (Richesse outrancière, avantages indus, corruption active et passive, soins faramineux à l'étranger, louanges inutiles). Il vivait en toute simplicité dans une maison à Batna, ouverte à tous les citoyens, loin des salons feutrés de la capitale du pays...

Coup de théâtre post-mortem !

Jusqu'au bout, et comme ultime estocade en direction des caciques du pouvoir (J'en ai eu les larmes aux yeux), cet homme exceptionnel aura été au fait de ses convictions humaines et politiques ! Il a refusé son enterrement dans le carré des ex-présidents de la république à Alger, faisant creaser une modeste tombe dans le cimetière de Batna ! 

Que cette "décision post-mortem" serve de symbolique magistrale aux citoyens, pour un exercice véritablement démocratique du pouvoir dans notre pays !  

Paix à son âme.

في هذه المناسبة الحزينة، وكتقدير شخصي، أود أولاً أن أقول: رحمه الله، مع أننا لن نكون منصفين تماماً في تقييم من وضعياته البشرية و مسيرته المهنية، ودون المساس بأي شكل من الأشكال بخصوصيته.

رفته لفترة وجيزة عندما كان مديراً لمدرسة استخدام الأسلحة القتالية في باتنة، خلال تدريبي العسكري كضابط احتياط متدرب، في وقت عصيب يمر به بلدنا. نُقل فوراً إلى الجنوب الغربي، إلى منطقة القتال بين المتحاربين..

لماذا؟ لأن القيادة العسكرية كانت تنظر إليه بلا شك كخبير استراتيجي في سلاح المدرعات. كان جنرالاً ذا كاريزما بلا شك، وأقول هذا دون مبالغة. لكن بصفتي سياسياً مُلماً بشؤون الإدارة الاقتصادية والاجتماعية الوطنية، فضلاً عن الدقائق الدبلوماسية والعسكرية المتعلقة بالظروف الدولية الطارئة، وفي فترة حرجة تمر بها أقول إنه من الصعب على رجل عسكري مُلزم بتنفيذ الأوامر أن يتمتعالبلاد، 

 بحرية تغيير مسار البلاد فجأة نحو الأهداف الخلاصية التي تطلع إليها شهداؤنا، في ظل وجود الاستعمار الجديد الذي يتربص باستمرار في جميع قطاعات الدولة...

لكن قبل مغادرته منصبه، كان قد حدد دستورياً عدد الولايات الرئاسية المسموح بها بفترتين متتاليتين. مع الأسف، لم يكترث خليفته بهذا، بل تفاخر في خطاباته الرسمية، متصرفاً وكأنه إله!

ما يمكننا قوله دون تردد هو أنه لم يكن مهووساً بالسلطة بكل جوانبها المظلمّة (ثروة طائلة، امتيازات غير مستحقة، فساد واضح وضمني، رعاية طبية باهظة في الخارج، مديح لا طائل منه). عاش حياة بسيطة في منزل بباتنة، مفتوح لجميع المواطنين، بعيداً عن صالونات العاصمة الفخمة...

يا لها من نهاية مأساوية!

حتى اللحظة الأخيرة، وكضربة قاضية لأصحاب النفوذ (تأثرتُ حتى ذرفتُ الدموع)، ظل هذا الرجل الاستثنائي وفياً لمبادئه السياسية! رفض الدفن في القسم المخصص للرؤساء السابقين في الجزائر، واختار بدلاً من ذلك قبراً متواضعاً في قبر متواضع في مقبرة باتنة!

لعل هذا "القرار الذي صدر بعد الوفاة" يكون بمثابة رمز قوي للمواطنين فيما يتعلق بممارسة من أجل ممارسة ديمقراطية حقيقية للسلطة في بلدنا !
